ملخصات أطاريح الدكتوراه وتقاريرالندوات:

أطاريح الدكتوراه 

يُراعى في ملخصات أطاريح الدكتوراه أن تكون حديثة ولم تمض ثلاث سنوات من تاريخ منح الدرجة العلمية لصاحبها وألا يكون موضوعها خارجاً عن مجال المالية العامة والتدبير العمومي أو العلوم ذات الصلة بها، وألا يزيد عدد صفحات الملخص عن (7) صفحات مع الالتزام بما يلي بيان أهمية موضوع الاطروحة. وتلخيص لموضوع البحث وكيفية تحديد مشكلته الأساسية ومشكلاته الفرعية.  ومنهج البحث وملخص للبحث وأهم استنتاجاته وتوصياته وقائمة المراجع المستخدمة بالملخص.

تقارير الندوات

يراعى في معد التقرير عن الندوة الثقافة الواسعة حول موضوع الندوة، والأمانة العلمية، والدقة المنهجية، بحيث يذكر المعلومات كما هي، وينسب كل قول ورأي لصاحبه، من غير زيادة أو نقصان، مع الحياد وعدم التحيز لطرف ضد طرف. ويراعى في التقرير أن يعطي صورة أمينة عن الندوة، محققاً الغرض منها لمن لم يتابعها، فبتلخيصه لموضوعاتها، وترتيبه لأفكارها، ينجح في الوصول برسالة الندوة إلى غاياتها المنشودة.

عروض الكتب

1-     أن يكون الكتاب في أحد مجالات المالية العامة والتدبير العمومي ومتوافقا مع المحاور الموضوعاتية المعتمدة

2-     أن يكون الكتاب مرجعياً وحديث النشر وأن يُرسل أصل الكتاب مع العرض

3-     أن يكون معد العرض متخصصاً في نفس المجال العلمي للكتاب

4-     بيانات عن الكتاب

5-     أهمية الكتاب والفئة أو الفئات التي يستهدفها

6-     عرض محتويات الكتاب

7-     تقييم الكتاب وتوصيف الإسهام العلمي الذي قدمه

8-     ماهي النقاط التي يقترح العارض إضافتها للكتاب لإثراء موضوعه مستقبلا

9-     قائمة بأهم المراجع التي احتواها الكتاب إلى جانب أي مراجع أخرى مهمة عند الاقتضاء.

 

 

·       إرشادات المؤلفين

المقومات الشكلية

§       أن يملأ الباحث مطبوع طلب مشاركة، والذي يتضمن عدة معلومات أهمها عنوان المقال والأسماء الكاملة للمؤلفين والعناوين البريدية وعناوين البريد الإلكتروني؛ والتعهد بعدم النشر السابق وباحترام الأخلاقيات العلمية؛

§       أن يتقدم الباحث ببحثه بطريقة إلكترونية؛

§       ان يكون البحث باللغة العربية أو الفرنسية  أو حتى الإنجليزية (عند الاقتضاء) 

§       أن يكون البحث خاليا من الأخطاء اللغوية؛

§       أن تتضمن الصفحة الاولى ملخصا للبحث، على أن لا يتجاوز (300) كلمة؛

§       يتم إرفاق الملخص العربي ب"الكلمات المفتاحية " على أن لا تتجاوز أربع كلمات و ب"Keywords" للملخص الإنجليزي على أن لا تتجاوز أربع كلمات وأن يكون هناك تطابق بين "الكلمات المفتاحية " باللغة العربية و"Keywords" باللغة الإنجليزية من حيث المعنى والعدد؛

§       وجود تعريف بالباحث في الصفحة الأولى من البحث يتضمن الدرجة العلمية حسب التراتبية القانونية ( أستاذ التعليم العالي، أستاذ مؤهل، أستاذ مساعد) و/أوالوظيفة باللغتين العربية والإنجليزية ؛

§       ألا يقل البحث أو المقال بدون صفحة العنوان وصفحة المراجع عن (5) صفحات وألا يتجاوز (15) صفحة (بمعدل 300 كلمة في الصفحة الواحدة)؛

§       أن يكون نوع الخط وحجمه Times News Roman 12 ؛

§       فيما يخص الجداول والأشكال، أن يتضمن البحث على الأقل شكلا بيانيا واحدا (رسم، أو جدول، أو مؤطَّر...)؛ وترقيمها بالأرقام العربية ، مع تحديد مرجعها، مع رقم الصفحة المقابل.    

المقومات الجوهرية

بصفة إجمالية يتعين أن تكون الأعمال المقدمة للنشر في المجلة متصفة ب:

ü    الجـودة العالية

ü    الأصالة والجدة

ü    أعلى درجات الأمانة العلمية

ü    والاقتراب ما أمكن من المعايير والمواصفات المتعارف عليها عالميا .

الملخص: أن يحدد الباحث في الملخص الهدف من البحث ومفاهيمه الأساسية ومنهجيته وكيف استخلص نتائجه وماهي قيمته المضافة؛

المقدمة: يجب الإشارة إلى بيان المشكلة (الموضوع) في المقدمة بطريقة محددة بدقة ووضوح وموجزة.

 الإطار النظري والمفاهيمي: يجب أن يمكّن هذا الجزء من تحديد المفاهيم الأساسية، بالإضافة إلى النهج المنهجي المعتمد. بناءً على نموذج التحليل المقترح لمعالجة مشكلة البحث، يجب أن تحدد الورقة فرضيات البحث، ومجال البحث، وأساليب جمع البيانات وتحليلها.

النتائج والمناقشة: يمكن دمج النتائج والمناقشة في قسم واحد. يمكن أيضًا تقديم النتائج والمناقشة بشكل منفصل إذا لزم الأمر.

الاستنتاجات: يجب أن يشرح الباحث بوضوح النتائج الرئيسية للعمل مع إبراز أهميته. في ضوء نقاط القوة والحدود التي تم إبرازها، يمكن النظر في وجهات نظر البحث لتطوير هذه الدراسة.

المراجع: يجب أن تكون المراجع المستخدمة حديثة وأن يكون توثيقها مطابقا للمعايير وقواعد النشر المتعارف عليها وأن تكون مرتبة ترتيبا ابجدياً وأن يستخدم الباحث في صلب البحث كافة المراجع الموجودة في قائمة المراجع؛

 

حقوق النشر

المؤلفون ذوو الوصول المفتوح يحتفظون بحقوق النشر لمقالاتهم. يتم توزيع جميع المقالات ذات الوصول المفتوح وفقًا لشروط ترخيص Creative Commons Attribution License ، والذي يسمح بالاستخدام غير المقيد والتوزيع والاستنساخ في أي وسيط، بشرط الاستشهاد بالعمل الأصلي بشكل صحيح. ولا يمكن للمؤلفين أو المحررين أو الناشر قبول أي مسؤولية قانونية عن أي أخطاء أو سهو. لا يقدم الناشر أي ضمان ، صريحًا أو ضمنيًا ، فيما يتعلق بمحتوى هذا المستند.

سياسة الإفصاح

نطلب من مؤلفينا الكشف عن أي تضارب محتمل في المصالح في المخطوطات التي قدموها. وإذا لم يكن هناك تضارب في المصالح، يجب على المؤلفين الإشارة إلى أن "المؤلف (المؤلفين) يصرحون بعدم وجود تضارب في المصالح فيما يتعلق بنشر هذه الوثيقة".

مراجعة التقديم

كجزء من عملية الإرسال ، يجب على المؤلفين التأكد من أن إرسالهم يتوافق مع معايير وإرشادات النشر، وأنهم قد عبئوا  مطبوع طلب النشر والتعهد بعدم النشر واحترام أخلاقيات الأمانة العلمية . وقد يتم إرجاع المشاركات إلى المؤلفين الذين لا يمتثلون لهذه الإرشادات.

إشعار حقوق النشر

عند قبول مقال، سيُطلب من المؤلفين إكمال نموذج "اتفاقية النشر".

تتطلب إعادة البيع والتوزيع وجميع الأعمال المتفرعة الأخرى إذنًا من الناشر.

يجب على المؤلف (المؤلفين) الحصول على إذن كتابي من أصحاب حقوق النشر والاعتراف بالمصدر (المصادر) في المقالة.

بيان الخصوصية

سيتم استخدام الأسماء ورسائل البريد الإلكتروني التي تم إدخالها إلى موقع هذه المجلة حصريًا للأغراض المشار إليها في هذه المجلة ولن يتم استخدامها لأي غرض آخر أو من قبل أي طرف آخر.

إجراءات النشر

لا تقبل الأعمــال التي تزيغ عن المنهج العلمي في الكتابة.

تنشر المجلة الأعمال العلمية المتصلة بحقل المالية العامة والإدارة والتدبير العموميين وفقا للمحاور الموضوعاتية المعتمدة.

يمكن قبول الأعمال التي سبق نشرها بشرط أن يتم الإعلان عن ذلك وأن يتم تنقيح العمل وتحيينه بصورة معتبرة

ü    يتم عرض جميع الأعمال العلمية المقدمة للنشر على هيئة التحرير لدراسة جوانبها الشكلية ومدى مطابقتها لخط التحرير والتخصص العام للمجلة.

ü    إذا تمت إجازتها من هيئة التحرير توجه إلى محكمين متخصصين في الموضوع المقدم للنشر من داخل لجنتها العلمية أو من لجنة خبراء المجلة عند الاقتضاء.

ü    يتم إبلاغ صاحب العمل العلمي المقبول بموعد نشره، كما يتم تزويده بنسخة ورقية وأخرى إلكترونية من المجلة مع شهادة النشر عند طلبها.

ü    لا يُعاد نشر أي عمل علمي نشر في المجلة بأي شــكل من الأشكال أو بأي لغة في أي جهة أخرى إلا بإذن خطي من هيئة التحرير.

ü    يتكون ملف المشاركة من طلب المشاركة والبحث المرشح للنشر والتعهد بعدم النشر ونبذة مختصرة جدا عن السيرة الذاتية

 

·       معايير التقييم والتحكيم

يتولى تقييم وتحكيم مــا تنشره المجلة من بحوث ودراســات ومقالات علمية أســاتذة أكاديميون وخبراء متخصصون، على أساس معيار الجودة العالية وذلك وفقاً للاعتبارات التالية:

1-    وجود قيمة مضافة وفائدة علمية أوعملية.

2-    أسلوب العرض والتصميم المتبع.

3-    المنهجية العلمية المرتكزة على تحديد ووضوح موضوع البحث. ومدى تحديد ووضوح أسئلته أو محاوره ووجود أدلة وصدقيتها. ودقة وموضوعية الاستنتاجات والتوصيات.

4-    حداثة وشمولية المراجع.

Thèses de doctorat

Les résumés des thèses de doctorat doivent être récents et ne pas avoir passé trois ans à compter de la date d'octroi du diplôme à son titulaire, et son sujet ne doit pas être en dehors du domaine des finances publiques et de la gestion publique ou des sciences connexes, et le nombre de pages de résumé ne doit pas dépasser (7) pages, avec un engagement sur ce qui suit : Sujet de thèse. Un résumé du sujet de recherche et comment identifier son problème principal et ses sous-problèmes. La méthodologie de recherche, un résumé de la recherche, ses conclusions et recommandations les plus importantes, et une liste de références utilisées dans le résumé.

Rapports de séminaires

Lors de la préparation du rapport sur le symposium, il tient compte de la large culture sur le sujet du symposium, de l'honnêteté scientifique et de l'exactitude méthodologique, de sorte que l'information soit mentionnée telle quelle et que chaque déclaration et opinion soit attribuée à son propriétaire, sans addition ni soustraction, avec impartialité et impartialité pour une partie contre une autre. Il est pris en compte dans le rapport qu'il donne une image honnête du symposium, atteignant son objectif pour ceux qui ne l'ont pas suivi.

5-      Présentations de livres

 

a)      Le livre doit être dans l'un des domaines des finances publiques et de la gestion publique, et en ligne avec les axes thématiques adoptés ;

b)      Le livre doit être une référence en sa matière et une publication récente, et l’original du livre doit être envoyé avec l’article ;

c)      Le présentateur doit être spécialisé dans le même domaine scientifique que le livre ;

d)     Informations sur le livre ;

e)      L'importance du livre et la catégorie ou les groupes qu'il cible ;

f)       Présenter le contenu du livre ;

g)      Évaluer le livre et décrire la contribution scientifique qu'il a apportée ;

h)      Quels sont les points que l'exposant propose d'ajouter au livre pour enrichir son sujet à l'avenir ?

i)        Une liste des références les plus importantes contenues dans le livre, ainsi que toute autre référence importante si nécessaire.

Directives pour les auteurs

Formalités de soumission

§  Le chercheur remplit une demande de participation à la publication, qui comprend plusieurs informations dont les plus importantes sont le titre de l'article, les noms et prénoms des auteurs, les adresses postales et les adresses e-mail ; un engagement à ne pas publier au préalable et à respecter l'éthique scientifique ;

§  Le chercheur doit soumettre sa recherche par voie électronique;

§  Le papier doit être en arabe, français ou même anglais (le cas échéant)

§  Le papier doit être exempte d'erreurs grammaticales ;

§  La première page doit inclure un résumé de l’article, à condition qu'il ne dépasse pas (300) mots;

§  Le résumé en arabe doit être joint aux « mots-clés » qui ne dépassent pas quatre mots, et aux « keywords » pour le résumé en anglais, à condition qu'ils ne dépassent pas quatre mots, et qu'il y ait une correspondance entre les « mots-clés » en arabe et «Keywords » en anglais en termes de sens et de nombre. ;

§  Il y a une identification du chercheur sur la première page de la contribution qui comprend le grade universitaire selon la hiérarchie légale (professeur de l'enseignement supérieur, professeur diplômé, professeur assistant, professeur vacataire, professeur associé, docteur chercheur, doctorant) et/ou la fonction en arabe et en anglais ;

§  L'article sans la page de titre et la page de références ne doit pas être inférieur à (5) pages et ne doit pas dépasser (15) pages (à raison de 300 mots par page);

§  Le type et la taille de la police doivent être Times News Roman 12 ;

§  En ce qui concerne les tableaux et les figures, l’article doit comporter au moins une forme illustrative (graphique, tableau, encadré...) ; Ils sont numérotés en chiffres arabes, en précisant leur référence, avec le numéro de page correspondant.

Spécifications qualitatives

En général, les œuvres soumises pour publication dans la revue doivent se caractériser par :

§  La haute qualité

§  L’authenticité et l’innovation

§  Les plus hauts degrés d'honnêteté scientifique

§  Se rapprocher le plus possible des normes et spécifications internationalement reconnues.

Résumé : Le chercheur doit préciser dans le résumé l'objectif de la recherche, ses concepts de base et sa méthodologie, comment il a tiré ses résultats, et quelle est sa valeur ajoutée ;

Introduction : L'énoncé du problème (sujet) doit être indiqué dans l'introduction de manière précise, claire et concise.

Cadre théorique et conceptuel : Cette partie doit permettre d'identifier les concepts clés, en plus de l'approche méthodologique adoptée. Sur la base du modèle d'analyse proposé pour résoudre le problème de recherche, le document doit définir les hypothèses de recherche, le domaine de recherche et les méthodes de collecte et d'analyse des données.

Résultats et discussion : Les résultats et la discussion peuvent être combinés en une seule section. Les résultats et la discussion peuvent également être présentés séparément si nécessaire.

Conclusions : Le chercheur doit expliquer clairement les principaux résultats du travail et souligner son importance. À la lumière des forces et des limites mises en évidence, des perspectives de recherche peuvent être envisagées pour le développement de cette contribution.

Références : Les références utilisées doivent être récentes, leur documentation doit être conforme aux normes et règles de publication généralement admises et elles doivent être classées par ordre alphabétique.

Les auteurs en libre accès conservent le droit d'auteur sur leurs articles. Tous les articles en libre accès sont distribués selon les termes de la licence Creative Commons Attribution, qui permet une utilisation, une distribution et une reproduction sans restriction sur n'importe quel support, à condition que l'œuvre originale soit correctement citée. Ni les auteurs, ni les membres de la rédaction, ni l'éditeur ne peuvent accepter aucune responsabilité pour toute erreur ou omission. L'éditeur n'offre aucune garantie, expresse ou tacite, quant au contenu de ce document.

Politique de divulgation

Dans le cadre du processus de soumission, les auteurs doivent s'assurer que leur soumission est conforme aux normes et directives de publication, qu'ils ont rempli la demande de publication et s'engagent à ne pas l’avoir déjà publiée  et à respecter l'éthique scientifique. Les soumissions peuvent être retournées aux auteurs qui ne se conforment pas à ces directives.

Copyright

Lors de l'acceptation d'un article, les auteurs seront invités à remplir « un formulaire d'accord de publication ».

La revente, la distribution et tous les autres travaux dérivés nécessitent l'autorisation de l'éditeur.

Le ou les auteurs doivent obtenir l'autorisation écrite des détenteurs des droits d'auteur et mentionner la ou les sources dans l'article.

Déclaration de confidentialité

Les noms et e-mails saisis sur le site Web de ce journal seront utilisés exclusivement aux fins indiquées dans ce journal et ne seront utilisés à aucune autre fin ni par aucune autre partie.

Procédures de publication

§  Les travaux qui s'écartent de la méthode scientifique ne sont pas acceptés.

§  La revue publie des travaux scientifiques liés au domaine des finances publiques et de de la gestion publique conformément aux axes thématiques adoptés.

§  Les travaux qui ont déjà été publiés peuvent être acceptés à condition que cela soit annoncé et que le travail soit révisé et mis à jour de manière significative.

§  Tous les travaux scientifiques soumis pour publication sont présentés au comité de rédaction pour étudier leurs aspects formels et leur conformité avec la ligne éditoriale et la spécialisation générale de la revue.

§  Si elle est approuvée par le comité de rédaction, la contribution est adressée à des arbitres spécialisés dans le sujet soumis à publication au sein de son comité scientifique ou du comité d'experts de la revue le cas échéant.

§  La date de publication travail scientifique accepté est notifiée à l’auteur. Une copie papier et une copie électronique de la revue lui sont données, avec un certificat de publication sur demande.

§  Aucun travail scientifique publié dans la revue ne peut être republié sous quelque forme ou dans quelque langue que ce soit dans une autre platforme sans l'autorisation écrite du comité de rédaction.

§  Le dossier de participation se compose d'une demande de participation, , d'un engagement, de la contribution du candidat et d'une très courte biographie.

Critères d'évaluation et de jugement

L'évaluation et l'arbitrage des articles scientifiques publiés par la revue sont effectués par des professeurs universitaires et des experts spécialisés, sur la base d'un standard de qualité élevé, selon les considérations suivantes :

§  L'existence d'une valeur ajoutée et d'un bénéfice scientifique ou pratique.

§  Le style et la forme de la présentation.

§  La méthodologie scientifique basée sur l'identification et la clarté du sujet de recherche. La mesure dans laquelle ses questions ou ses axes sont définis et clarifiés, et la présence et la crédibilité des preuves. Ainsi que l’exactitude et l’objectivité des conclusions et des recommandations.

§  Actualité et exhaustivité des références.

4-      Doctoral dissertation summaries and seminar reports:

PhD theses

The abstracts of doctoral dissertations should be recent and not have passed three years from the date of granting the degree to its holder, and its subject should not be outside the field of public finance and public management or related sciences, and the number of abstract pages should not exceed (7) pages, with a commitment to the following: Thesis topic. A summary of the research topic and how to identify its main problem and its sub-problems. The research methodology, a summary of the research, its most important conclusions and recommendations, and a list of references used in the summary.

Seminar Reports

In preparing the report on the seminar, the author takes into account the wide culture on the topic of the symposium, scientific honesty, and methodological accuracy, so that the information is mentioned as it is, and every statement and opinion is attributed to its owner, without addition or subtraction, with impartiality and impartiality for one party against another. It is taken into account in the report that it gives an honest picture of the symposium, achieving its purpose for those who did not follow it.

5-      Book presentations

 

a)      The book should be in one of the fields of public finance and public management, and in line with the approved thematic themes

Guidelines for authors

Formalities

§  The researcher fills out a publication request for participation model, which includes several information, the most important of which is the title of the article, the full names of the authors, postal addresses and e-mail addresses; a pledge not to prior publication and to respect scientific ethics;

§  The researcher must submit his research electronically;

§  The research should be in Arabic, French or even English (when applicable)

§  The research should be free of grammatical errors;

§  The first page should include a summary of the research, provided that it does not exceed (300) words;

§  The Arabic summary shall be attached to “keywords” that do not exceed four words, and to “Keywords” for the English summary, provided that they do not exceed four words, and that there is a match between “keywords” in Arabic and “Keywords” in English in terms of meaning and number. ;

§  There is a definition of the researcher on the first page of the research that includes the academic degree according to the legal hierarchy (professor of higher education, qualified professor, assistant professor) and/or the job in both Arabic and English;

§  The research or article without the title page and reference page shall not be less than (5) pages and shall not exceed (15) pages (at the rate of 300 words per page);

§  The font type and size should be Times News Roman 12;

§  With regard to tables and figures, the research should include at least one graphic form (graph, table, or frame...); They are numbered in Arabic numerals, specifying their reference, with the corresponding page number.

Quality specifications

In all, the works submitted for publication in the journal must be characterized by:

§  High Quality

§  Authenticity and novelty

§  Highest degrees of scientific honesty

§  To get as close as possible to internationally recognized standards and specifications.

Abstract: The researcher should specify in the summary the objective of the research, its basic concepts and methodology, how he drew his results, and what his added value is;

Introduction: The problem statement (topic) should be indicated in the introduction in a precise, clear and concise manner.

Theoretical and conceptual framework: This part should enable the identification of key concepts, in addition to the methodological approach adopted. Based on the proposed analysis model to address the research problem, the paper should define the research hypotheses, the field of research, and methods of data collection and analysis.

Results and Discussion: Results and discussion can be combined into one section. Results and discussion can also be presented separately if needed.

Conclusions: The researcher should clearly explain the main results of the work and highlight its importance. In light of the strengths and limitations highlighted, research perspectives can be considered for the development of this study.

References: The references used must be recent, their documentation must be in accordance with the generally accepted standards and rules of publication, and they must be arranged in alphabetical order.
